To me, loli are pretty much the preteens. By age, looks and/or behavior. Konata - yes. Despite the age, she fits the other 2. Dekomori - not really.

Legal loli are... idk... not really? Komoe Tsukuyomi, for example, I don't really consider to be loli... but also can't be bothered to call anything else. I guess, if they act like a loli and look like a loli, they are a loli.

As for top-3... idk...

The thing is, there are many people who consider Konata Izumi a loli, but for me, she not (at least from my perspective, she is more of a legal loli.)

Characters that are like 13 or younger I guess, in appearance and behaviour. As for legal lolis, I wouldn't really consider them loli unless they behave themselves like little children.

From my experience in anime-related discourse the term "loli" can be applied to any character with a petite or small body type. Some people believe that acting child-like or being an "actual child" in terms of fictional age is a requirement for the "loli" designation, but the reality is that age isn't actually a significant factor in whether or not a character is described using the term. You have sub-categorization through terms like "oppai loli" and "legal loli", but these are still "loli" and claiming that they aren't is silly. If you find yourself doing such mental gymnastics then maybe it's time to sit down and have a deep think/reflection on your feelings and beliefs.

I think there's a very fine line that you would need to walk with this shit. People should be able to enjoy any kind of hentai they want, it is just drawings after all, but they should keep the more questionable stuff to themselves. Enjoy what you enjoy, but do not bring it into neutral all-age spaces like this site, and do not try to normalize it.
