The weather plays a role in terms of setting and story exposition. I don't really want to say much, because of potential ruining a great story, but weather elements are steeped deeply into the show.
Also it has Rain in the title for a symbolic purpose.
It was a long time when I watched this one, but I don't really think so. There is the symbolic purpose, but it isn't a predominant element in my opinion, but the show is still worth a watch.
I never said it was predominant, simply that the elements are deeply tied into the show. The setting and scenery of a show heavily plays a role into how the atmosphere of a show is meant to convey.

I was assuming the OP wanted something which focused heavily on rain or "the themes" that come along with it.

Tada Never Falls in Love often discusses the fact that the most relevant female character is apparently a rainbringer: iirc it's even in the title of multiple episodes and ends up being important to the story. It also has a heavily plot-relevant character who is fictional in-universe and is themed around rainbows, and also secondarily around rain as a consequence. That'd be the Rainbow Shogun, with catchphrases such as
"Name one colour of the rainbow!", "The colour of the rainbow is rainbow!", "Did it stop raining in your heart?" and "Always make thine heart rainbow, today and always!"
Unfortunately, Tada Never Falls In Love also kind of sucks, so I'm mostly pointing this out for completion's sake
