i often see people with lists where they use barely, if any ratings under 6 which doesn't make sense when 5 is average, and i bet you you've definitely seen a lot of things that are below average, yet people still rate them high like a 7 for some reason
subjective and maybe they just don't take stuff that seriously.

There is no rule that says 5 should be average.
what is the point of a 1-10 rating scale if it's not linear? 5 is the middle, and therefore the average between 1-10.
Nothing is linear for everyone, people have their own guidelines on what they like and don't like.
For me, I use stars, and based on things I watched previously and my enjoyment of the show I'll rate it accordingly.
Sometimes I'll go back and lower a score because I rewatched some of it and realized it was much worse than I remembered
It makes even less sense if it is linear. A 10/10 anime isn't 10 times better than a 1/10 anime. Rating systems are inherently non-linear.
Sure there's no problem with a 10/10 anime being 10 times better than a 1/10 anime. Doesn't even have to be 10 times. Could be 5 times, 50 times, 2 times. If people's ratings are consistent with the things they value in an anime, then you can make sense of it. But when the rating 6-9 are the most used, then it's a bit silly. You look at a 6 rating on anime lists and you don't think it's 'somewhat above average', you probably think 'it's probably average or below average'. anything 5 or under is probably just bad. (Not to act like I'm not guilty of this too) Maybe linear is not the word I'm looking for, but you get the point.
I posted this in the thread already but I'll post it again, I think it's a pretty good watch. He suggests that people have a bias when using 1-10 (or 1-100) rating systems from the school grading system & proposes a solution. It wouldn't matter if something is scored 1.0 or 5.0 if it's all a failing grade.

Oh, that actually makes sense. But imo in that case it makes more sense to use the 5-star system to make use of all the scores... but I guess there's not really much to do if people just like the normal 10-point system.

Since 5.5 is actually the average on a 10 scale, it feels tough to determine the difference between 5 or 6.. so I like to use the out-of-5 scale personally. Still, I also tend to rate shows as 4/5 or 5/5 pretty often.
It feels like if I start a show, then it must have seemed interesting or I had good reason to think I'd like it. By consequence, I end up rating a lot of shows higher than the 3/5 "average", since I'm liking much of the shows I watch.
It's pretty much standard across any non-critic rating places that anything being below 7/10 or [somewhere from 3.5 to 4] stars means it's shit, hence people tend to rate things 7+ if it's not shit.
Of course, people can rate however. But anything with <60% mean score here and I assume it contains major things that make people not like it, like nonconventional or bad animation or specific ecchi elements that I find are unpopular.
I think the long and short is that most people don't care. I don't rate all that serious, I use it as my own point of reference so I can look through my list and see how much I enjoyed something. The reason I track anime is because it's hard to keep everything I;ve watched in my head, and use it as a way to know what to recommend to people. It helps jog my memory.
Most of my shows are rated 7-10, as I typically enjoy a lot of what I watch. I try not to drop, so there are some shows I don't like. I'm often recommended anime by others so even if I'm not super sold on it, I'll see it through to give them my thoughts and chat with them. In those cases I would use a lower rating. If I used the 1-5 system, most shows would be 4-5, so the question could be asked "Why do people only use 4-5 on a 1-5 scale" and then be recommended to use the smiley system. It all comes down to personal preference or, more likely, people don't think too hard about it.
Another note: Some people might be able to switch to a 1-5 system, but if they use another anime tracking site like MyAnimeList and keep both lists up-to-date, it's easier to stick to using the same 1-10 system on both sites than having to translate the scores for AniList.

I don't really know what you mean by this exactly. If someone rates it a 7 we can assume they enjoyed it, so it's not below average to them?
Perhaps they just seem to enjoy most shows to some degree thus not ending up rating them lower than that. I personally don't have many shows that fall below 7 and the majority sit in the 7-9 scale, why? Well because if I get enjoyment from an anime it's enough for me to rate it 7 as ''good'' I rarely stumble across shows I end up hating and rating them below 6.
if a show is a 5 or less i almost always drop it because imo it's not worth finishing. i've seen a lot of anime that are mediocre but they don't end up on my list because i don't watch them all the way through. forcing myself to finish mediocre shows is just a waste of time imo, i'd rather just drop it and move on to the next thing in search of something worthwhile. i'm sure it's similar for other people out there
People are just too lazy to rate things they don't like. They usually only finish stuff they consider to be a 6 or above and anything else doesn't get finished so they think they shouldn't rate it. It's laziness and kind of annoys me because you absolutely can and should rate things you don't finish too.
What really makes me mad are people who rate shit like this then think 6s or 5s are low scores to give anime. They're not bad scores at all, but they condition themselves to think that. To them, a 7 is an average score and anything lower than that means it's garbage.
But hey, I'm just glad most still rate things with whole numbers to 10. Anyone who rates things with decimals or 1-100 are insane.
If something was so bad that I would want to give it a 0-4 it is unlikely that I watched much of it and I don't feel comfortable rating something of which I've only seen a small amount.
It can also be misleading because anime have a high barrier to entry due to the cost of producing one so you don't see many abject failures but doujins on the other hand you do.
Personality, I don't usually rate below a 6 unless I really dislike the show (a lot), or the flaws are too much to overlook. For example, although the show 'I'm standing on one million lives (s1)' isn't really good at all, it had some plot points I liked and some unexpected developments which I also liked, so I gave it a 6.5, but with a show like 'Maken-Ki' it is pretty much just trash which had nothing interesting going for it so I gave it a 2.
If people only rate 6/7-10 all the stuff they see because most people only want to watch "good stuff" they rate higher shows that are not that good then you cannot really judge if a show is avarege, below avarge , good or masterpice if they shortage the rates.
In my country we have 0-10 score and you pass with a 5.
Not everybody uses the same rating system.
For me 7/10 is average and anything below a 5 is borderline unwatchable.
Even with all of that ratings are ultimately subjective and I'm sure many people disagree with your highly objective ratings. /s
For example (and just to be clear, this isn't an attack) you gave "Haikyuu To The Top", "BNHA" and "SNK S3" 2/5 stars, even though objectively they're absolutely nowhere near that bad.
