Wtf why have premise like comi san to make hundred friends
I recall there is another manga that I read a while back that also has a similar premise to both of manga you mention. I can’t remember the name of it though at the moment.
Anyway it’s not unheard for different stories to share similar premises. It happens, and in some cases likely intentionally (just look at the recent Isekai stories that have been release in the past couple of years). With the case of Akebi-Chan’s Sailer Uniform I get the feeling this might had been more of a case of coincidence as checking the release dates to both this manga and Komi Can’t Communicate they both began publication in 2016 being around four months apart (the later started in May while the former began in August).
This actually reminds of the case with “We Never Learn” by Taishi Tsutsui and “The Quintessential Quintuplets” by Negi Haruba which are both romantic comedy manga that share a similar premise of a protagonist who excels academically being charge with tutoring these students with the award of going to a good university if he succeeds in helping them get good grades, but in the process the students become the love interest of the protagonist. Both manga were publish in the same (2017) being couple of months apart from each other with the former starting in February while the latter started in August.
Hitoribocchi no Marumaru Seikatsu also has that premise and I didn't see anyone complaining about Komi-san when that came out (after the Hitoribocchi manga)

this manga was one of the best that started 100 friends premise so would you say komi stole this idea.

the premise is dumb AF too, why the hell would you want to make 100 friends?? Just get 2-3 good ones

Well, an actual good friends doesn't mean they will spend time all the time. But rather like a big close family.
I have a lot of them like that. Even when we haven't seen each other in years, once we meet it feels like nothing is changed. Even we know what's happened with each other without direct contact.
On top of what others have pointed out, the source of this anime started releasing about 3 months after Komi Can't Communicate. Though the Komi One-Shot was released about a year beforehand, it's not exactly a "copied" idea. I don't think an author could see an idea, develop it, get approval for publishing and release an entire volume in that time, and to argue the author copied the idea purely from the one-shot would be frankly ridiculous.
Maybe both of them actually copied Hitoribocchi, which started releasing in 2013. In that manga there is a girl with social anxiety that has trouble talking to people, and has to make a lot of friends.
