Not really, the same line has been repeated numerous times but stricly in reference to wano.
And if you insist, then it's still not a very good assumption, because "a world where my friends can eat as much as they like" is quite a specific goal, it's clear that these lines are showing luffy opposing kaido's methods of dealing with the people of wano, and not to the entire world. That line would be saved for the final fight between Luffy and the world government.

My memory gets fuzzy, but you're right. He has said it before in Wano or something close to it.
Your point is correct about opposing Kaido, but I feel like Wano itself being special and being Luffy's awakening have something to do with Luffy's goal.
