Parts of this episode felt like a tentacle hentai.

The Lieutenant knew what he was doing.

I have no idea why I find the henchmen-speak so hilarious, but I do. This episode really reminded me that the manga was written in the wake of Madoka Magica. Evil mascots are just a thing in these magical girl parodies now.

So my guess is that The Lieutenant is a classic anti-villain and the real villain is the mascot/familiar/fairy.
