Button in the footer

Hi, I have a perhaps silly question. I noticed a button at the bottom that says "Do not sell or share my personal information." Is this something that was added to the page? (Perhaps it's been there for years and I just noticed it.) Because I saw it on some devices, but not on others.

...I don't see any such button in the footer, neither on my laptop nor on my phone.

  I noticed that it only appears in Safari. In Firefox it doesn't.

I had it happen to me maybe once or twice? Both times were on my phone.

  I think it's something for cookie management, but it caught my attention that sometimes it appears and other times it doesn't.
