Tiering reviews seems overly complex. A queue might seem like a decent idea if you can find a balance between the duration in the spotlight and waiting time, but I believe it would realistically do more harm than good for seasonals. Most people will be looking out for reviews right when the seasonal ends, so this approach would (still)

You saw where I said there would be two separate tiers, right?
The second tier would be the exact same thing we have now. If they post to THAT tier, they wouldn't have to deal with the queue leading to the first tier. They wouldn't have to deal with any issues that they aren't already dealing with now.
Anybody worrying about how the order tier might affect seasonal reviews would be perfectly able to use the chaos tier instead.
Literally nobody would be punished.
To be absolutely clear, both tiers would appear on the front page at the same time, they would just be moving differently.

In my very first sentence I said that I find the idea of multiple tiers too complex
I mean I have no experience running websites, so I'll take your word for it, but if this were technically feasible, I think it would be the perfect solution.
This isn't about technical feasibility, it just sounds difficult to communicate with reviewers & potential readers. A less straightforward system with eight instead of four featured reviews might very well drive people away instead of increasing traffic. People are complaining about the four featured reviews on the homepage enough already, see the comment below mine
Yeah, people are also complaining about how easy it is to have a review killed off because you posted it at the wrong time, see MY post on the issue. I'm still here because of the time I've already spent here, the overall vibe of the community, and the fact that my only other reviewing option is MAL which is way worse, and the idea that things can get better.
Do not think, though, that I haven't contemplated quitting this site multiple times because of how hard poor timing has screwed my reviews over.
That being said, if my solution is too complex, then what have you and the other admin come up with? What solutions have you found that are simpler and less potentially intimidating to the average user?
Look, here is all you would have to tell people.
"Hey guys, we know it's been frustrating for some of you with how review exposure works around here, so we've created a two-tier setup for review uploads.
If you pick the new tier, you'll get a guaranteed 24 hour feature on the front page, although it might take a while to show up.
If you don't want to do this, simply choose the second tier, which works the same way the site has always worked, so you won't hae to get used to any new changes whatsoever.
You can choose your tier while publishing your review!
