Also brings up the question of just how much is it just going forward vs having an actual objective to him. Lev revealing Irina at the end helped him both in belittling Arnak and superimposing how much more progressive Zirnitra was over them; even if this wasn't his objective at first, the fact that he accepts it without even considering it as a loss makes me wonder about that first statement of going forward vs specific objectives. Even if it wasn't intentional, it resulted in major integration of vampires into society, which ends up kind of contradicting the image of the government presented until now.
It seems that Fjodor doesn't really care about what happens in the way, even if he could just go out of his way to make good (Like they ended up doing for the vampires) as long as he can keep a constant narrative.
