Of course, English manga are a total rip-off. I have seen places that sell English manga for 12 or 15 Euro while they go for roughly 4.50 Euro in Japan.
They say its to pay the translation process and I guess that's true to some extent. But figures also are way cheaper in Japan and those don't have a translation process. So my trust is gone XD
Well, you are dealing with an import when buying domestically, so you need to take in consideration, transportation costs, import insurance ( if there is any), import tax, storage costs AND markup to make the money - hence the price in anywhere except maybe US just skyrockets. Also, products in Japan are, funnily enough, underpriced (unless we are talking fast food)
