Oretachi ni Tsubasa wa Nai under the innocent sky
This is everything you asked for, but be aware it might not exactly what you have in mind. The ecchi is some of the most intense I've seen from a TV anime, the comedy is crass, the language is hard, it goes really really fast, and is a very twisted and multifaceted story. It even took me a couple watches to fully absorb everything. The hikki thing is more or less wrapped up in a spoiler.
If your mind has ever been completely shattered, if you've ever experienced delusions, or are completely isolated from people as a result of intense trauma/abuse then I think this anime will speak to you. I've never seen such an accurate depiction of how people with symptoms ranging from PTSD, schizophrenia, DID, OCD, bipolar 1 view the world. It's presented through that POV, which might make it hard to digest for someone who who's never experienced anything like that. Welcome To The NHK is very good too, but is presented from a general audience POV--looking in on the life of Satou. I think that's why it's a lot easier for people to comprehend and enjoy.
The art style isn't the biggest problem, it's the crappy late 2010s animation. BorN was a slight step down from the earlier seasons, but this is significantly worse. It sports an extremely sterile, low contrast, low detail look with absolutely no aesthetic identity. The ecchi scenes are shoehorned in and look like neo-hentai crap. The breasts are too big and sloppy--you can miss me with the doughbody look. There are none of the stark shadows on collar bones, shoulder blades, bellies, ass, thighs, that strongly define female form in the earlier seasons. Some of the men don't look as bad, but the same kind of applies to them. And to address Varecio, the whole point of DD was not ecchi, but about masculinity's place in the otaku identity. Thankfully, Ishibumi still writes a strong story even if the cast and scope has gotten a little too big. They should have cut out the ecchi scenes this time and just focused on the homo rivalries and fights since that part was actually adapted somewhat well.
